Single Source Procurement: Amending of two existing contracts to add two each full-time equivalents (FTEs).
The NYSDOH, Division of Epidemiology (DOE) is mandated per Public Health Law (PHL) §§ 2103-2104 and 10 NYCRR § 2.1 and §2.2 to identify, contain and prevent communicable disease outbreaks. It is the responsibility of the DOE to make appropriate plans for the possibility of Ebola cases within NYS, including preparing hospital and community partners to manage suspected or confirmed cases.
To adequately meet this need the Bureau of Healthcare-Associated Infections (BHAI) intends to amend existing contracts with Island Peer Review Organization-IPRO (C-026723) and New York County Health Services Review Organization-NYCHSRO (C-026724) to allow each contractor to hire two additional full time equivalents (FTEs) under the existing terms and conditions.
New contracted staff will immediately provide coordination and support of Ebola activities Statewide, and be deployed to appropriate NYSDOH regional offices based on need for services. Staff will work with tertiary care hospitals within the state to review plans and capabilities to assess readiness, and to identify barriers and solutions. This may include, but is not limited to, clinical care, laboratory, and issues surrounding transportation of patients. Staff may also assist in creating regional working groups comprised of staff from tertiary care hospitals that might serve as regional referral centers or receive repatriated patients. Contracted staff activities will mirror the investigation and outbreak response duties included in the current contracts, with an increased focus on emerging diseases (e.g. Ebola hemorrhagic fever, enterovirus D68, Middle East Respiratory Syndrome (MERS)). These staff will be required to have the same experience and qualifications required under the current contracts.
