Regional Resource Development Centers/Traumatic Brain Injury Medicaid Waiver/Nursing Home Transition and Diversion Medicaid Waiver

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Regional Resource Development Centers/Traumatic Brain Injury Medicaid Waiver/Nursing Home Transition and Diversion Medicaid Waiver Program has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.

The Medicaid Home and Community Based Services program(s) are authorized in §1915(c) of the Social Security Act. The program permits a State to furnish an array of home and community-based services that assist Medicaid beneficiaries to live in the community and avoid institutionalization. The State has broad discretion to design its waiver programs to address the needs of the waivers’ target populations. Waiver services complement and/or supplement the services that are available to participants through Medicaid State plan and other federal, state and local public programs.

The Regional Resource Development Centers (RRDC) is responsible for the oversight and implementation of the Nursing Home Transition and Diversion (NHTD) and Traumatic Brain Injury (TBI) 1915(c) Medicaid waiver programs. Both the NHTD and TBI waivers serve individuals who would otherwise be cared for in a nursing facility and who, considered as an aggregate group, can be served at less cost in a community setting. Additionally. these programs reflect the State’s commitment to provide New York’s seniors and other individuals living with disabilities a wide array of health and supportive services in the least restrictive, most appropriate available setting.
