Single Source Procurement: Determination, Billing and Accounting for Fees

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. A Request for Proposals (RFP) entitled “Determination, Billing, Collecting and Accounting for Fees” was released on August 8, 2018. The deadline of written submission of proposals is September 26, 2018 with an anticipated contract start date of March 2019. With over 225 vendors listed on the mailing list, it will take time to thoroughly evaluate the anticipated high volume of possible bids received and to get a new contract in place. To avoid a lapse in service, the Wadsworth Center is requesting a four-month extension of the current contract.
