Single Source Procurement: New York State Oral Health Technical Assistance Center (TAC)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health, Bureau of Dental Health has made a determination to issue a Single Source Procurement to extend contract C023070, with Rochester Primary Care Network (RPCN), for the purposes of running the New York State Oral Health Technical Assistance Center (TAC). The proposed amendment will add a total of $62,500 to the contract value and an additional three (3) months to the contract period, commencing January 1, 2014 and going through to and including March 31, 2014.

The TAC provides information and training to communities interested in developing innovative service delivery models. The TAC assists in designing mobile vans and dental care programs, and training staff to work in their specific environments. In addition TAC will train staff in developing operating procedures, record keeping, database systems, billing procedures, and guidelines for clinical procedures. They will assist school based dental programs to integrate dental services into existing medical and other health programs.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is a three-month extension of the contract(s) under the same terms, conditions, and pricing authorized under the existing contract(s). The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
