Single Source Procurement: WIC EBT Services
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Bureau of Contracts has made a determination to issue a Single Source Procurement to 1 vendor to support ongoing currently funded projects.
This request is for an 18-month extension to the current contract with Conduent State & Local Solutions, Inc to allow a sufficient transition period to the selected RFP award recipient to ensure there is no interruption in SNAP or WIC benefits while the State changes vendors.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
