Single Source Procurement: Pharmacy Benefit Management (PBM)
Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, material, and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Health Insurance Programs, Division of Program Management and Development has made a determination to extend contract C020463 with Magellan Medicaid Administration, Inc. (Magellan) at additional cost. The extension will facilitate a timely transition of the Medicaid pharmacy benefit effective 4/1/21 from the Medicaid Managed Care plans back to the Medicaid FFS system pursuant to (Bill S7506/A9505B, Part FFF) of the enacted SFY Budget 2020-21, while aligning the contract end date with other PBM contracts.
