Single Source Procurement: Environmental Modifications (EMOD) Evaluators

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Health Insurance Programs, Division of Operations and Systems has made a determination to issue a Single Source Procurement to Catskill Center for Independence, Inc. The contract is used to provide Environmental Modification (EMOD) Evaluator services. The Department released RFP #20052, “Environmental Modifications (EMOD) Evaluators for the New York State (NYS) Medical Indemnity Fund (MIF)” on March 16, 2021 with bids due on June 24, 2021. Upon final review of the VAP from the Department’s Division of Legal Affairs (DLA) in November of 2021, it was determined that a sixth and final proposal that initially failed compliance should have passed the compliance review and subsequently reviewed, scored, and included in the VAP. It has been determined that an additional three (3)-month extension is necessary to allow sufficient time for the completion of the Department’s award process while the final proposal is being scored. Without this additional time, it is expected that the contract award process cannot feasibly occur prior to the existing Evaluator contract’s expiration on March 1, 2022.
