Single Source Procurement: Post Birth Training

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. Women identified challenges connecting with hospital providers, describing a fundamental lack of understanding and communication. This feedback was shared with the Governor’s Taskforce of Maternal Mortality & Disparate Racial Outcomes which issued a series of recommendations to improve maternal mortality and racial disparities in outcomes. Department continually review and research training materials as part of their regular operations. The selected provider was the only entity to develop training and patient Post Birth Trainingmaterials designed specifically for the birthing hospital staff to address postpartum complications that align with NYS recommendations.
