Single Source Procurement: Adolescent/Young Adult HIV Specialized Care Centers, Youth Access Program for YMSM, Transgender and Other High Risk Adolescents/Young Adults – Contract Extensions

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Adolescent/Young Adult HIV Specialized Care Centers, Youth Access Program for YMSM, Transgender and Other High Risk Adolescents/Young Adults Program has made a determination to issue a Single Source Procurement to 22 eligible grantees to support ongoing currently funded projects.

The New York State Department of Health (NYSDOH) AIDS Institute (AI) is requesting to extend twenty-two (22) contracts for two (2) years until a new competitive process is completed. The contracts from the Request for Applications (RFA) #1510090832, Component B: Adolescent/Young Adult HIV Specialized Care Centers (SCC), and Component C: Youth Access Program for YMSM, Transgender and Other High-Risk Adolescents/Young Adults (YAP), address the medical and psychosocial issues faced by adolescents and young adults infected and affected by HIV.

This initiative seeks to integrate HIV treatment, prevention education, and support services in ambulatory care settings. In addition, the initiative provides low-threshold clinical services to young men who have sex with men (YMSM), and transgender and other high-risk youth, with the goal of facilitating identification of HIV-positive adolescents and young adults and engaging them in HIV care.
