Early Intervention Prevention (EIP) Support Services

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The Department of Health (DOH) is designated as the lead New York State (NYS) agency to implement the statewide Early Intervention Program (EIP) as authorized by Part C of the federal Individuals with Disabilities Education Act (IDEA). The EIP is a statewide program that provides a wide range of therapeutic and supportive services for eligible children with disabilities ages birth to three (3) years old and their families. The NYEIS Project received approval to extend the current contract, C033046, for an additional 8 months until the NYS DOH launches the new vendor-hosted data system to replace NYEIS. Circumstances require the extension to ensure continuation of the management of EIP administrative tasks, exchange of information among municipalities, EIP providers, and State administrators. The NYEIS is designed to support EIP’s service delivery, provider approval, financial, administration and management activities at both the local and State levels and activities include initial intake, evaluation, eligibility determination, Individualized Family Service Plan development, service provision, and capture of Medicaid and third-party insurance information.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
