CRER # 20505 - Advancing Tobacco Free Communities
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health (DOH) is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Office of the State Comptroller’s Bureau of Contracts on 06/07/2024 approved a 10-month extension for the New York State (NYS) Department of Health, Tobacco Control Program (TCP) Advancing Tobacco-Free Communities (ATFC) initiative which fosters environments supportive of policies that reinforce the tobacco-free norm in communities throughout NYS. The NYS Department of Health has issued a Single Source Procurement to the twenty-one grantees that cover all sixty-two counties in NYS to support the initiative until 04/30/2025. The extension avoids a disruption in services until the time when awards are made for a new competitive RFA process.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance.
