Single Source Procurement: Improving Linkage and Access to Hepatitis C Care and Treatment Enhancement, Part 2

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The NYSDOH AIDS Institute (AI) is enhancing four Improving Linkage and Access to Hepatitis C Care and Treatment contracts that were competitively procured to address gaps and improve upon prevention and support services. Funding will be used for strategies/activities related to Ending the AIDS Epidemic (ETE).

Two agency contracts from Component B of the RFA, which targets HIV/HCV co-infected persons, will be enhanced to award additional funding in order for these agencies to expand their target population to also include HCV mono-infected persons. The largest burden of disease is among persons only infected with HCV. Two additional agencies from Component B of the RFA, which were awarded federal contracts through Health Research Inc. as a result of this solicitation, will now be awarded state contracts in order for these agencies to now begin targeting mono-infected persons.

The goal of each funded program is to create an innovative HCV care and treatment model that will eliminate patient, provider and health care system barriers. The funded HCV care and treatment model will: 1) increase the number of people infected with HCV that get linked to care and 2) improve HCV treatment initiation and completion rates. This will be accomplished by implementing evidence-based strategies for linkage to care, treatment adherence and supportive services; and by providing HCV care and treatment utilizing a multidisciplinary care team approach in a primary care setting.

Contractors were awarded contract(s) as a result of the competitive procurement process. This contract enhancement will be used to address gaps and improve upon prevention and support services.
