Health Information Technology-Enabled Quality Measurement

Health Information Technology (HIT) and Health Information Exchanges (HIEs) play a fundamental role in the national quality measurement landscape. However, these infrastructures are not currently being used to their full potential by stakeholders when conducting quality measurement and reporting activities. While the benefits of HIT-enabled quality measurement remain evident, many healthcare stakeholders have yet to fully adopt NYS’ HIT/HIEs for their quality measurement initiatives. The benefits of fully realized quality measurement include:

  • Improved healthcare quality
  • Improved healthcare outcomes
  • Minimized reporting errors
  • Promotion of transparent reporting
  • Elimination of inefficiencies

HIT-Enabled QM Roadmap

The annual HIT-Enabled Quality Measurement Roadmap documents the current and planned activities the New York State Department of Health (NYSDOH) is engaged in to advance the state’s HIT-enabled quality measurement initiatives. The roadmap is informed by policy and regulatory changes, findings from collaborative quality measurement projects, and healthcare priorities.

MCO-QE Supplemental Data Exchange Project

In June 2021, the New York State Department of Health (NYSDOH) launched the Managed Care Organization (MCO) – Qualified Entity (QE) Supplemental Data Exchange project (MCO-QE project) to better understand the processes necessary for MCOs and QEs to establish a supplemental data connection. The MCO-QE project followed six MCO-QE pairs as they formed connections and began exchanging supplemental data. Documenting these organizations’ successful practices, challenges, and lessons learned provided NYSDOH with valuable insight into how to support MCOs and QEs.

The following materials were developed as a result of the project and can be used by MCOs and QEs working through the process of setting up a data connection and can also provide general information for anyone interested in what the process entails.
