Consumer Satisfaction Survey of Adults Enrolled in Medicaid Managed Care Plans

The New York State Department of Health (NYSDOH) sponsors a member experience survey every other year for adults enrolled in Medicaid managed care plans. The Department uses the results from this biannual survey to determine variation in member satisfaction among the plans.

Assessing Health Care Quality From the Patient's Perspective

The Consumer Assessment of Healthcare Providers and Systems (CAHPS) surveys ask consumers and patients to report on and evaluate their experiences with health care. CAHPS, a program of the U.S. Agency for Healthcare Research and Quality, provides nationally used surveys that cover topics that are important to consumers, such as communication skills of providers and ease of access to healthcare services, health care providers and health plans.

DataStat, Inc. conducted the survey on behalf of the NYSDOH using the CAHPS 5.0H Adult Medicaid survey. A copy of the questionnaire can be found in Appendix A of the reports. The results in the February 2016 reports indicate continuing high levels of satisfaction with providers and plans. There is a statewide summary report for Medicaid Managed Care plans, and there are sixteen plan specific reports. There is also a statewide summary report for HIV Special Needs Plans and three plan specific reports.
