Single Source Procurement: PrEP Detailing for Health Care Providers

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health AIDS Institute and the University of Rochester are entering a one-year contract to improve access to Pre-Exposure Prophylaxis (PrEP) treatment and care for HIV negative patients by increasing the number of prescribers. The University will engage staff to conduct detailing activities in targeted areas. Detailing is a technique used to educate physicians and medical providers by providing "details" that include approved scientific information, benefits, side effects, or adverse events related to health care issues, medical prevention, and related treatments. An estimated 500 providers would be targeted for detailing visits during this one-year period.

The University will deliver technical assistance to providers on implementation of a PrEP program including and not limited to: best practices, assessing patient eligibility, conducting risk assessments and sexual health histories, treatment adherence and retention in care aids. Existing AIDS Institute resources such as clinical guidelines and clinical education assistance, as well as patient financial assistance through the Gilead Consumer Assistance Program and the PrEP Assistance Program (PrEP-AP), will be made available to the contractor for promotional activities. The University is expected to organize and implement face-to-face interactions with potential prescribers. Interactions may include facilitating one-on-one clinician education events, cold call canvassing, grand rounds presentations, regional network meetings, webinars and conferences. The contractor may determine that some of these interactions should offer Continuing Medical Education credits (CMEs) as an incentive for physician and mid-level attendance.

NYSDOH AI placed an ad in the NYS Contract Reporter on 4/15/2016 (please see attached) advertising this initiative and requesting all interested/qualified parties respond. The due date for responses was May 6, 2016. In addition, the AI sent a mass e-mail to their solicitation list containing more than 700 known contractors who work in this field and/or have received grants from the AI in the past. The intention was to fund all eligible parties that respond to this ad.

Five parties expressed their interest in this opportunity. Each applicant's checklist and supporting documentation was analyzed by a review team comprised of four people. The applicant that met all 9 criteria has been selected for funding.
