Single Source Procurement: State Partnership Initiative
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health, Office of Minority Health & Health Disparities Prevention (OMH-HDP), utilizing an agreement with Health Research Inc. (HRI), was awarded a State Partnership Initiative to Address Health Disparities award to address the topic of Access to Health Services focusing on persons with medical insurance as outlined in the Healthy People 2020 Leading Health Indicators. The project targets the City of Newburgh in Orange County, New York which was identified as having a majority racial and ethnic population, demonstrates disproportionately poor health, and has among the highest rates of uninsured individuals in the state (23.33%).
Health indicators in this community are consistent with evidence from the last 30 years which show that racial and ethnic disparities remain present in health care, and that the highest rates of disease are concentrated in communities with the highest proportion of racial and ethnic populations, poverty, unemployment and low educational attainment.
Furthermore, efforts are designed to build on Governor Cuomo’s CORe (Community, Opportunity, Reinvestment) Initiative, a neighborhood-based community change initiative to improve the well-being and fight poverty in the state’s most distressed communities, in the City of Newburgh. To support this project, OMH-HDP has established an HRI contract with HVCS.
The Office of Minority Health and Health Disparities Prevention (OMH-HDP) is establishing a four- year contract with Hudson Valley Community Services, Inc. (HVCS) for the period of 8/01/2016 to 7/31/2020 in the amount of $100,000 annually to support the State Partnership Initiative which was established on 8/15/2015 upon award from the Federal Office of Minority Health.
