EXPANDED IN-HOME SERVICES FOR THE ELDERLY PROGRAM (EISEP) New York State’s EISEP provides non-medical services to adults age 60 and older who are not eligible for Medicaid and require help with activities of daily living such as going to the bathroom, bathing, getting dressed, walking, and instrumental activities of daily living such as grocery shopping, paying bills and cooking.
