New York State Infertility Reimbursement Program

The New York State (NYS) Infertility Reimbursement Program (IRP) is in effect from 10/1/2022- 9/30/2024.

Description:

The New York State Department of Health (NYSDOH) offers grant assistance to higher volume providers of infertility services in New York State. Approved providers have met specific eligibility criteria for the program and performance standards (as documented by the Centers for Disease Control and Prevention (CDC)), for in vitro fertilization (IVF), gamete intrafallopian transfer (GIFT), zygote intrafallopian transfer (ZIFT), testicular sperm extraction (TESE) and Fertility Preservation Services (FPS). Insured patients who meet eligibility criteria listed below, and whose insurance does not cover, or only partially covers, these costs can apply for the program through an approved provider.

Patient Criteria:

To qualify for benefits under the NYSDOH IRP, an individual patient must meet the following criteria:

  1. Reside in New York State;
  2. Have insurance (including Medicaid);
  3. Be diagnosed with infertility (new definition per NYS insurance law), which is defined as a disease or condition characterized by the incapacity to impregnate another person or to conceive, due to the failure to establish a clinical pregnancy after 12 months of regular, unprotected sexual intercourse or therapeutic donor insemination, or after six months of regular unprotected sexual intercourse or therapeutic donor insemination for an individual who can conceive at 35 years of age or older. Earlier evaluation and treatment may be warranted based on an individual's medical history or physical findings.
  4. Have a household income less than $200,000 (total gross income before taxes received within a 12-month period by all members of a household).

This procurement is for the term October 1, 2022 through September 30, 2024. Funding for this project is contingent on the availability of State funds. Continuation of this program is also dependent on the availability of funds.
