  • December 23, 2013 - Notice regarding Payor/TPA Reporting Changes
  • October 31, 2013 - Notice to Electing Payors regarding Covered Lives Enrollment Option for 2013
  • October 16, 2013 - Notice to Electing Payors, TPAs and Providers: The hcrapools.org website will allow the submission of the Annual 2013 Public Goods Pool report beginning on January 1, 2014. The January 2014 monthly report will be available for submission beginning on February 1, 2014.
    The schedule of report and payment due dates are available under Schedule of Reporting Forms and Payment Due Dates. Please note that the schedule only includes due dates for January 2014 - June 2014. Once the due dates for July 2014 - December 2014 have been determined, an updated schedule will be posted.

  • September 9, 2009 - IMPORTANT NOTICE TO ALL PAYORS, TPAs, and PROVIDERS: In an effort to disseminate information in a more timely manner, the HCRA program will, whenever possible, communicate information to Payors, TPAs, and Providers via email. It is very important to keep your email addresses current. If you do not have a current email address on file with us or if you need to edit your email address, this information can be completed through the "Maintain Email Addresses" option available on the Office of Pool Administration (OPA) website. Please be aware, if you have a "spam blocker" active on your PC, you will need to allow the OPA email address (hcrapools.org) to pass through to the intended recipient. If you need assistance with this, please contact the OPA at (315) 671-3800.
  • July 10, 2009 - The HCRA forms page has been updated to reflect the revised DOH - 4399 Payor Election Application due to the statutory change enacted in the 2009- 2010 State Fiscal Year Budget. HMOs and insurers licensed outside New York State, authorized to write accident and health coverage with an expense incurred inpatient hospital component, now have a covered lives obligation effective April 1, 2009.
