NYS MFP Stakeholder Advisory Committee Meeting Summary

February 10th, 2014 Meeting time: 2:30pm to 3:00pm

  1. Open and Welcome - Mark Kissinger and Laurie Kelley
  2. MFP Update - Mark Kissinger, Acting Commissioner Laurie Kelley and Erin Fay presented a power point that provided updates on several MFP activities.

Key Points Expressed included:

  • Laurie Kelley stressed the fact that we need to continue to have self-advocates talk to people about the process of transition and engage in communication as that really helped move the progress of the program forward.
  • Laurie Kelley also noted that OPWDD is meeting people who want to transition currently in their own homes to get an up close and personal idea of their situation and why they want to transition in the first place. She also reminded the group that, in doing outreach, we are a guest in someone else's home, and we represent the program itself.
  • Both Laurie Kelley and Mark Kissinger stressed the point that the state needs to continue to "think outside of the box to continue to explore different possibilities".
  1. Discussion
    • Bruce Darling asked a question regarding the Core Competencies Validation Study, specifically if the study is separating out the data to better represent different sub-groups such as family members apart from individuals.
      • Erin Fey responded that currently the plan is to survey individuals and family members together. She noted she could bring Bruce's suggestion to the study organizers.
    • A question was asked about the number of transitioned individuals (around 1,200), and when the data was tracked.
      • The number of transitioned individuals has been kept from January 1st, 2010.
    • Another question was asked about the timing of the new Operational Protocol.
      • DOH answered that version 2.0 of the Operational Protocol will be developed over the next couple of months.
    • Megan Tanjerd asked what we are doing to identify different target groups related to the validation study.
      • Erin Fay answered by saying that each agency has a different way of targeting their focus groups. Regis Obijiski from OPWDD noted that OPWDD is partnering with SANYS to come up with 10 representatives to be part of the focus group, and is also working with trade associations to come up with 10 or 20 organizations to also participate.
      • Erin Fay noted that DOH is enlisting the help of different lead persons from different RDCs to help select focus group(s) members.
    • Erin Fay reminded everyone that their organization can be involved in the validation study, and suggested that anyone who wants to participate should submit their interest to the BML (See below), defining what the organization is and why they want to be included in the study.
  2. Wrap-up
    • The power point will be distributed to stakeholders and made available on the DOH website.
    • The next MFP Stakeholder Advisory Committee Meeting is tentatively scheduled for May 2014.
    • David Hoffman, from DOH, noted that these meetings take place on a periodic basis, and members should feel free to ask questions in between meetings.
    • Joe Genovese, from DOH, followed up by letting everyone know about the MFP BML that exists, and invited group members to send any questions or concerns that may arise later to the MFP@health.ny.gov.
