Single Source Procurement: HIV/STD/HEP-C Prevention Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health has made a determination to terminate two (2) GROUP Ministries Inc. state funded contracts (C028442 for the Community Mobilization Program and C028443 for Targeted Prevention and Support Services Program) and assign the contracts to two other service providers in the same catchment area, Evergreen Health Services (C029592) and Community Access Services (C029593) respectively, for an 18 month period to avoid a gap in services to the community while a new RFA makes its way through the procurement process. Both contractors selected to implement the proposed high impact prevention activities have demonstrated a consistent provision of high quality services in this region. They also have years of experience administering contracts with the DOH AIDS Institute and have the structure and capacity to promptly start implementation with minimal to no start up.

The assignment of the contracts will ensure the timely provision of quality and consistent HIV, STD and Hepatitis C (HCV) prevention and support services and the effective mobilization of communities and vulnerable populations most impacted. The contracts will be for an 18 month period (7/1/14 - 12/31/15), while a new procurement is being competitively procured. To advance the goals of the National HIV/AIDS Strategy (NHAS), the Centers for Disease Control and the NYS Department of Health are currently pursuing a High Impact Prevention Approach (HIP). The proposed funding re-assignment will address the community needs of the city of Buffalo while reaching three priority populations: gay men/Men who have Sex with Men (MSM), injection drug users (IDU), and high risk heterosexual persons of color, especially women in the East side of the city of Buffalo.
