Single Source Procurement: Medical Society of the State of New York

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health has made a determination to issue a Single Source Procurements to Medical Society of the State of New York, contract C029247. The Office of Professional Medical Conduct (OPMC) shall continue the services provided by the Medical Society of the State of New York's Committee for Physician Health (MSSNY) for another five year period. OPMC has legislative authority under Public Health Law section 230.11c(ii) to contract for a confidential education and outreach program which serves physicians, physician assistants, and medical students who are thought to be suffering from alcoholism, drug abuse, and/or mental illness and to require submission of certain reports to the commissioner of health and the legislature.

The contract will have a multi-year term of five years retroactive to 4/01/2013 through 3/31/2018. The contract will allow for payment of $990,000 to Medical Society of the State of New York's Committee for Physician Health (MSSNY) each year, for a total of $4,950,000.

This annual amount will remain the same as previous contracts, despite the increasing total budget for the program.
