Single Source Procurement: Mobile Medical Vans – Superstorm Sandy Social Services Block Grants

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The organizations relative to this request deployed mobile medical vans to impacted areas where hospitals and clinics could not respond during and after Superstorm Sandy. As a result of the Commissioner's request and the organization's cooperation, the organizations incurred direct costs associated with their deployment. Funds from the Social Services Block Grant were allocated to reimburse these healthcare providers without having to engage in the competitive process. These funds will be used to make those organizations financially whole and allow them to continue assisting with the health and well-being of New Yorkers.

These awards will reimburse the organizations for actual costs associated with the deployment of their mobile medical vans to Hurricane Sandy impacted areas.
