Single Source Procurement: Medicaid Redesign Team - Health Information Technology Initiative

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

A total of $2,500,000 in General Fund – Aid to Localities was allocated to support the Health Disparities Workgroup of the Medicaid Redesign Team Health Information Technology (HIT) initiative. Funding for the HIT Initiative was included in the SFY12 enacted budget. The New York State Department of Health has made a determination to issue Single Source Procurements to four organizations (see attached list) which indicated a willingness to accept funds to implement Perinatal Health Information Technology Initiatives for a term of one (1) year, from April 1, 2013 through March 31, 2014.

Contractors were awarded contract(s) as a result of consultation with the Office of Health Information Technology Transformation (OHITT), the Office of Health Insurance Programs (OHIP) and the Office of Quality and Patient Safety (OQPS). OHITT is charged with coordinating health IT programs and policies across the public and private health care sectors, to enable improvements in health care quality, increase affordability and improve health care outcomes for New Yorkers. OHIP and OQPS are engaged in the administration of health insurance programs and quality improvement initiatives impacting Medicaid eligible clients and the broader New York State population.
