Single Source Procurement: Community Health Worker Training Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health has made a determination to issue a Single Source Procurement to temporarily extend the Community Health Worker Training Program contract C021387, with Cicatelli Associates while an RFP to establish a new Maternal and Infant Health - Center of Excellence (MIH-COE) is issued. The Community Health Worker Training Program (CHWTP) provides maternal and child health knowledge as well as outreach and home visiting skills building training to paraprofessional staff in the community health worker program. The CHWTP ensures community health workers are trained to handle the challenges of outreaching to and serving high-risk pregnant and parenting women and their infants. while a RFP to establish a new Maternal and Infant Health - Center of Excellence (MIH-COE) is issued.

Contractors were awarded contract(s) as a result of the competitive procurement process. This is a six-month extension of the contract under the same terms, conditions, and pricing authorized under the existing contract. The single source extension period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
