Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health (NYSDOH), Office of Public Health (OPH), Bureau of Vital Records (BVR) is requesting a single source waiver from competitive bidding requirements to continue to provide Secure Digital Mailroom Services. The LNVCN Digital Mailroom Service covers the seamless acceptance and processing of authenticated vital record mail-in orders into the Department’s Issuance system
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
